Harley-Davidson announced their intention to move some production to Europe this week, a moved that drew criticism by the president. Discussing this departure and the back and forth of retaliatory tariffs is Senior Fellow with the Council on Foreign Relations Edward Alden. He says Harley-Davidson's decision was predictable, but that smaller companies may not be able to relocate in the same way.
