On April 25, 1996, Governor Tommy Thompson signed Wisconsin Works into law, ending the benefits-based Aid to Families with Dependent Children (AFDC) program and replacing it with a program based on work known as W-2. This 1999 documentary follows two women and their families as they navigate within the new system.
